The International Ship and Port Facility Security (ISPS) came into effect on July 1, 2004.
It is a global anti-terror measure that requires countries to ensure that ships and port facilities are compliant with its security, safety and anti-terror provisions. Non-
complying countries face strict sanctions from the IMO, and may experience paralysis in
trade due to delays in the shipping of goods since non-compliant vessels are not allowed
entry to compliant ports, and vice-versa.

Tsuneishi Heavy Industries (Cebu) Inc. successfully complied with the ISPS Code to ensure
continuous flow of operations. The Office of Transportation Security, of the Department of Transportation and Communications of the Republic of
the Philippines on December 31, 2004, certified that the port facility complied with the provisions of Chapter XI-2
and Part A of the ISPS Code and that the port facility operates in accordance with the approved port facility plan.
Designated THICI Port Facility Security Officers (PFSO) underwent a series of
seminars conducted by the DOTC, International Maritime Organization and other
accredited security organization by the government like the Australian Maritime
Academy to ensure competencies in the compliance of the Code. Personnel assigned
with the port facility particularly the Security Guards, also underwent ISPS
training to ensure that security measures are enforced on both ships and port facility in
accordance with the approved Port Facility Security Plan. The company likewise,
enhanced its port security with the procurement of outboard motor boats and indigenous
boats to patrol on a twenty-four hour basis its surrounding waters. THICI is a safe and
